Where a cold water service is used, efficient use of drinking water must be achieved by a tap or outlet for a shower, basin, kitchen sink or laundry trough limited to 9 litres a minute; urinal flushing at most 2.5 litres per stall or per 600 mm of continuous wall; and a dual flush water closet at 6 and 3 litres or 4.5 and 3 litres, or equivalent water saving measures. Flush volumes may vary within stated tolerances, and vacuum drainage systems are exempt. Deemed-to-Satisfy (B1D2): outlets rated at least 3 Star WELS at no more than 9 litres a minute; water closet cisterns with a dual flush and 3 Star WELS at no more than 6 or 4.5 litres for a full flush; urinal cisterns at 2 Star WELS and 2.5 litres, not set-cycled. Emergency drenching showers and programmed shut-down solenoid flushing have exemptions. New South Wales replaces the clause because BASIX regulates fixtures in new Class 1 and 2 buildings.
