Designers or constructors of buildings or structures must ensure so far as is reasonably practicable that people involved in construction, use or later maintenance are not exposed to the risks of work at height, so fall prevention systems should be considered as part of the structure at design and planning. Where several designers are involved, the builder and the designers should consult, cooperate and coordinate. Where risk remains in the design, information must go with the design to alert others. At the construction stage, measures should include installing guardrails on perimeter members before erection, prefabricating modules on the ground, sequencing the work at height, locating access roads so cranes can place materials, preparing compacted level ground below for cranes and elevating work platforms, identifying underground services and drainage, and providing permanent safety mesh.
