The PCBU must ensure so far as is reasonably practicable the information, training, instruction and supervision needed to protect people from fall risks (WHS Act s 19), and that what is given to a worker is suitable and adequate for the nature of the work, the risks at the time and the controls in place and is readily understandable (WHS Regulations r 39). Training should be given by a competent person and should cover the proper use, wearing, storage and maintenance of PPE; the hazards of the work at height; the procedures including the content of any SWMS; why fall protection is in place and how to use it; emergency and rescue procedures; reporting fall hazards and incidents; selecting, fitting, inspecting, maintaining and storing fall arrest and restraint equipment; using tools safely (for example a tool belt); and controls for related hazards such as electricity and crushing by plant like elevating work platforms. Supervisors should also be trained. A competent person should supervise workers exposed to fall risks, especially trainees and those new to the environment, and the PCBU should check only trained and authorised workers do the work and that controls are used correctly.
