The PCBU must provide information, training, instruction and supervision necessary to protect all persons, suitable and adequate for the nature of the work, the risks and the controls, and readily understandable (WHS Act s 19; r 39). Training must be by a competent person. A specific duty (r 379) requires supervision necessary to protect workers who use, handle, generate or store hazardous chemicals, operate, test, maintain, repair or decommission storage or handling systems, or may be exposed, and visitors also need information. Content should cover the chemicals and risks, controls and their use and maintenance (for example when to clean or change spray booth filters), emergency arrangements including evacuation, spill clean-up and first aid, PPE selection, use, limits, maintenance and storage, health monitoring rights and obligations, label elements, SDS access and content, and work procedures for use, handling, processing, storage, transport, clean-up and disposal. The Regulations add specific requirements on PPE, confined spaces, emergency procedures and storage and handling systems. Training records should show who was trained, when and on what.
