Australia Model Code of Practice: Managing Risks of Hazardous Chemicals in the Workplace 4.2f: 4.2 Control transfer operations, which carry more risk than static storage

Transfer usually creates far more risk than static storage, so unconfined transfer should be eliminated where possible and otherwise managed. Common measures: preventing spillage and overflow including overflow protection on equipment and receiving vessels; emergency shut-offs to limit release on loss of containment; spill containment; reducing static electricity and vapour generation, particularly for flammable liquids; compatible transfer fittings; avoiding ignition sources; flow and pressure regulators on pipework and pumps; interlocking of valves and switches; and systems to detect pipework and fitting losses such as static pressure loss detectors, transfer measurement or external sensors. Plumbed eyewash stations and safety showers should be installed where workers may be exposed to a spill during transfer.
