The premises have handwashing facilities placed where food handlers can easily reach them within areas where they work if their hands are likely to contaminate food, and immediately next to toilets or toilet cubicles if there are toilets on the premises. The facilities are permanent fixtures (except at temporary premises), connected to or otherwise supplied with warm running potable water, large enough for easy and effective handwashing, and clearly designated for washing hands, arms and face only. The enforcement agency may, by written approval, exempt premises used principally as a private dwelling, or temporary premises, from requirements of this clause named in the approval.
