Management should strongly encourage workers to take part in safety and health decisions, because it establishes ownership of safe behaviour where work is done. Consultation means sharing relevant OSH information, giving workers the chance to express views and help solve issues, and valuing and acting on those views. The organisation should use formal consultation through OSH councils or committees, involve workers in hazard identification, risk assessment and control, encourage review and feedback initiatives, and give worker representatives defined roles and lines to management, including a part in investigations and inspections. Where national law prescribes the method it must be followed; otherwise an OSH committee, elected representatives or other agreed arrangements such as regular staff meetings with OSH on the agenda, specific OSH meetings or toolbox talks may be used.
