The first police on scene will focus on locating and stopping the threat, later responders on triage, evacuating the injured and other urgent needs. The organization should stay available to liaise with them, using people trained to work within an incident command system. Responders will look for the facility representative for information and for keys or codes to secured areas; police and public safety staff should move freely on site and have the emergency kit contents provided. Keeping the number of people dealing with responders small early on helps, since vetting information is critical.
