The organization should choose, in advance, main and fallback places for staging and running the response, allowing for scaling of command and logistics such as IT equipment, telephones, desks, side rooms, restrooms, food, water and rest areas. Key locations are: the emergency operations center, usually run by established emergency staff, handling emergency response, continuity and crisis communications; the incident command center and alternates, secure, near enough, large enough for people and equipment, with its location told to all responding bodies; a media staging area away from operations with no view of response activity but convenient for spokespeople; and a family notification and reunification center, a safe central place for evacuees and arriving relatives, away from the media area and operations with no view of them, always staffed by an organizational representative who keeps an updated list of those present and those being brought there. Because victims may take themselves to the nearest hospital and overwhelm it, the organization should identify hospitals able to handle mass trauma and hold contact details for all local hospitals.
