Communications before police arrive are vital to tell people inside and outside about the danger and its location so they can protect themselves. In planning, the organization should choose a mass alert arrangement with a main and a standby system, with procedures for people who are hiding and cannot use landlines or desktop computers, and consider every mass channel: phones and other portable devices, emergency alert platforms, banners on the website, email, SMS, audio broadcast, and automated recorded calls such as reverse 911. It should provide alternatives for people with visual or hearing impairments, consider alternative languages, and may use systems that track acknowledgement. It should consider a prebuilt crisis website, page or microsite that can be switched on quickly, train authorized people on all systems and test the systems often, for example monthly or quarterly.
