A registered provider must give the System Governor and the Commissioner a start notification in the approved form (name, start day, branch or home) within 28 days of the start day (14 days for short-term residential care) and a cessation notification (name, cessation day, reason) within 28 days (14 days for short-term residential care), except under specialist programs other than the TCP (Rules 149-10 to 149-25). In home support, assistive technology and home modifications it may cease services only where the individual cannot be cared for with available resources, no longer needs them or is better served elsewhere as assessed, has intentionally seriously injured a worker or infringed a worker's right to a safe workplace, has not paid fees for reasons within their control without an alternative arrangement or pending fee reduction application, or has asked in writing to move or stop; it must give at least 14 days' written notice with reasons and complaint and advocacy rights, withdraw the notice in writing if behaviour changes, notify unspent portion balances within 28 days, tell a new provider the estimated account balances within 28 days of being told, and cease a subscription service only as the rules allow (149-30 to 149-48).
