Every registered provider (Rules section 144-1 prescribes every kind) must demonstrate that it understands the rights of individuals under the Statement of Rights in section 23 and have practices in place to ensure it acts compatibly with those rights as section 24(2) describes, taking all reasonable and proportionate steps and limiting a right only where needed to balance competing rights, other people's rights and freedoms (including workers') or other laws. It must also demonstrate that it understands that the safety, health, wellbeing and quality of life of individuals is the primary consideration in delivering funded aged care services.
