A wire or electronic communication service provider must comply with a request from the Director of the FBI (or a designee of the specified rank) for subscriber information and toll billing records information, or electronic communication transactional records in its custody or possession, made under subsection (b), which requires a term specifically identifying a person, entity, telephone number or account and a written certification of relevance to an authorized international terrorism or clandestine intelligence investigation.
