No qualified individual with a disability may be discriminated against in medical treatment, including the allocation or withdrawal of any good, benefit or service. A recipient may not deny or limit treatment based on bias or stereotypes about the disability, on a judgment that the person will be a burden on caregivers, family or society, or on a belief that life with a disability has lesser value or is not worth living; may not deny or limit clinically appropriate treatment for a separately diagnosable symptom or condition that it would offer to a similarly situated person without the disability; and may not provide a treatment on the basis of disability it would not give to others unless the disability affects the treatment's effectiveness, ease of administration or the condition treated. Professional judgment, legitimate nondiscriminatory reasons, individual consent and giving information about treatment implications are preserved. A recipient may not, directly or through contracts or licensing, use any measure, assessment or tool that discounts the value of life extension on the basis of disability to deny or limit eligibility, referral, provision or withdrawal of any aid, benefit or service.
