No qualified student with a disability may be excluded from, denied the benefits of or discriminated against in any academic, research, occupational training, housing, health insurance, counseling, financial aid, physical education, athletics, recreation, transportation, extracurricular or other postsecondary aids, benefits or services, nor from any course or course of study; programs operated by others that the recipient treats as its own must offer equal opportunity; and the program must run in the most integrated setting appropriate. The recipient must modify academic requirements (time to complete degrees, course substitutions, the manner of delivery) that would otherwise discriminate, except requirements it can show are essential or directly required for licensing; may not impose rules such as bans on recorders or guide dogs that limit participation; must evaluate achievement by methods that measure the student's achievement rather than a sensory, manual or speaking impairment; and must provide educational auxiliary aids (taped texts, interpreters, readers in libraries, adapted classroom equipment) though not attendants, individually prescribed devices or personal readers.
