The 7(a) Lender does not unilaterally take any action requiring SBA's prior approval: before final disbursement it submits such requests to the LGPC with the reason, details, support and its recommendation, and records notification-only changes in E-Tran Servicing; after final disbursement it follows SOP 50 57 and the 7(a) Lender Matrix through the CLSC. Every increase respects statutory and program maximums and the fee rules in force at original approval; an increase of more than 20% or more than 18 months after approval requires (non-delegated) SBA approval or (delegated) a documented analysis that the purpose is unchanged and cash flow supports the larger payment; revolving line increases stay within the program time limits and dollar limits, with credit analysis for SBA Express and Export Express increases above one-third of the original amount. Transfers of guaranty to another lender before final disbursement need a written request to the LGPC.
