Whatever the processing method, the 7(a) Lender's loan file holds everything it needs for an informed credit decision, and it enters in the SBA Loan System all required terms and 100% of direct and indirect ownership. It obtains a signed SBA Form 1919 from each Co-Borrower (purposes totalling the loan, employee counts under 13 CFR 121.106 and jobs created or retained, excluding 1099 contractors), its credit memorandum, owner and guarantor financial statements within 90 days and business statements within 120 days, tax transcripts and three years of statements plus interims for the Applicant and affiliates (projections with assumptions for start-ups), lease, equipment and asset listings, the collateral listing, franchise documents, and where relevant the real estate appraisal, purchase agreement, environmental questionnaire and cost breakdown; for a business purchase the purchase agreement, business valuation, pro forma balance sheet and three years of seller statements with interims certified within 120 days (or an alternative revenue verification explained); refinancing documents; US national evidence; and management agreements. Non-delegated applications and attachments go to the LGPC; PLP applications go through the SBA Loan System with the documents retained. 7(a) Small and Express files document use of proceeds and credit only to the extent needed; CAPLines, Export Express and EWCP add their program documents.
