Every employer must give each employee employment, and a place to work, free from recognised hazards that cause, or could well cause, death or serious bodily harm. This general duty clause (29 U.S.C. 654(a)(1)) reaches hazards no specific standard covers, and OSHA cites it where the hazard is recognised in the employer's industry, is causing or could cause death or serious harm, and a feasible means of abatement exists.
