Each package used for a hazardous material must be designed, constructed, maintained, filled, closed and loaded so that under conditions normally incident to transportation there is no release, the effectiveness of the packaging is not substantially reduced, and no mixture of gases or vapours in the package can cause dangerous pressure or a dangerous reaction; packagings must be compatible with the lading, closures must be leakproof as specified, and inner packagings must be secured and cushioned. Section 173.24a sets the additional non-bulk rules (combination packaging assembly, liquid filling limits and outage, absorbent material for inner packagings containing liquids on aircraft, maximum capacity of inner packagings, and the specification packaging test variations) and 173.24b the bulk rules (outage and filling limits, specific gravity limits, pressure relief, air pressure above the lading, and the portable tank and cargo tank rules on loading and unloading).
