US DOT Hazardous Materials Regulations (49 CFR Parts 171 to 180) 173.1-22: Shipper's responsibility: determine the hazard class, select an authorised packaging, assemble it as the manufacturer's closure instructions require, and meet the Part 173 general requirements (173.1, 173.22, 173.22a)

What does 173.1-22 require?

Whoever offers a hazardous material for transportation is responsible for determining its class and division under the Part 173 definitions, assigning it a proper shipping name and packing group, and selecting a packaging authorised for that entry in the Table. The offeror must use the packaging as the manufacturer's notification and closure instructions prescribe, must verify that the packaging is manufactured, assembled and marked in accordance with Part 178, and must keep each packaging manufacturer's closure instructions and notification available. Where a special permit (Part 107 Subpart B) or approval is relied on, the offeror must hold and comply with it and the special permit number must be marked on the package and shown on the shipping paper (173.22a).
