No person may offer, accept or transport a hazardous material unless emergency response information (the basic description, immediate health hazards, fire and explosion risks, immediate precautions, fire-fighting methods, spill and leak handling, and first aid) is on or with the shipping paper and immediately available to the operator and to emergency responders away from the package, for example via the Emergency Response Guidebook keyed to the shipping paper. The offeror must provide a telephone number, monitored at all times while the material is in transportation by a person knowledgeable about the material or with immediate access to such a person, entered on the shipping paper with the name of the registered contractor or the offeror's contract number where a third party is used. Carriers must maintain the information at each facility where the material is handled and make it available to DOT representatives on request.
