US Cybersecurity Enhancement Act of 2014 (Public Law 113-274) 302c: Institutions monitor scholarship recipients' service and collect repayments when obligations fail

What does 302c require?

As a condition of participation a qualified institution agrees with the National Science Foundation to monitor recipients' compliance with their post-award employment obligation and provides annual employment documentation through the end of the obligation; a recipient who fails to maintain academic standing, is dismissed for discipline, withdraws, declares an intention not to serve or fails to serve becomes liable: the whole award is repaid or treated as a loan if the failure occurs before one year of service, and a pro rata amount reduced by years served for later failures; repayment is treated as a federal direct unsubsidised loan with interest from the award date; the institution determines and notifies the amounts and collects them within the period the Director sets, repayments go to the Treasury, and the institution may retain a single fixed percentage set by the Director for collection costs.
