A public accommodation may not deny an individual or class, on the basis of disability, the opportunity to participate in or benefit from its goods, services, facilities, privileges, advantages or accommodations, whether directly or through contractual, licensing or other arrangements (the individuals protected are the clients or customers of the public accommodation, 36.202(d)).
