For a public accommodation or commercial facility, an alteration begun after 26 January 1992 that affects or could affect usability must leave the altered element or area readily accessible and usable as far as feasible. Remodelling, renovation, rehabilitation, reconstruction, historic restoration, structural changes and moving walls or partitions count as alterations; normal maintenance, reroofing, painting, wallpapering and asbestos removal do not unless usability changes. If the work touches an area holding a primary function, the route to it and the serving restrooms, phones and fountains must be made accessible unless the cost would exceed 20 percent of the primary function work, applying the same priority order, three-year aggregation and 1991 Standards safe harbor as Title II.
