United States CAN-SPAM Act of 2003 and FTC CAN-SPAM Rule (16 CFR Part 316) 7704b: s 7704(b) Do not harvest addresses, use dictionary attacks, script account creation or relay without authorisation

It is an aggravated violation to send unlawful commercial email, or supply addresses for it, knowing the addresses were harvested by automated means from a site that promised not to share them or were generated by combining names, letters or numbers; to use scripts to register multiple email or user accounts to send unlawful messages; or knowingly to relay unlawful messages through a computer accessed without authorisation.
