Member States should provide AI literacy education at all levels, promote prerequisite skills (literacy, numeracy, coding, media literacy, critical thinking, AI ethics), and run awareness programmes for technical and non-technical audiences including on children's rights. AI in teaching should empower students and teachers, respect the relational value of education, be subject to strict requirements on monitoring, ability assessment and behaviour prediction, not reduce cognitive abilities or extract sensitive information, and learner data must not be misused, including commercially. Participation of girls, women, minorities, persons with disabilities and the digitally excluded should be promoted, and AI ethics curricula developed for all levels in local and Indigenous languages with accessible formats.
