UNESCO Recommendation on the Ethics of AI
IV. Areas of policy action (paras 48 to 130) – UNESCO Recommendation on the Ethics of AI

UNESCO Recommendation on the Ethics of AI PA2c: paras 61, 65, 68 Legislation, liability and accountability: laws consistent with human rights, clear liability for AI outcomes, and no legal personality for AI

New or amended AI legislation must comply with human rights obligations and promote rights across the life cycle, and all sectors must respect rights using existing and new instruments together with the Recommendation, with regard for cultural diversity but the precedence of universal human rights. Regulatory frameworks should achieve accountability for AI content and outcomes at each stage, introducing or clarifying liability so that responsibility always lies with natural or legal persons; AI systems should not be given legal personality.
