UK MoD JSP 936 Dependable AI in Defence Part 1: Directive (V1.1, 2024) 52-55: Human-centricity: identify everyone affected and assess impact across all modes using Human Security factors

What does 52-55 require?

Every person who deals with an AI-enabled system, or is affected by how it is developed or used, including MOD personnel, civilians and targets of military action, are identified and the AI's impact on each stakeholder group assessed so that the effects are made as beneficial as they can be and any harm is shown to be outweighed. The assessment considers at least the JSP 985 Human Security factors (personal, political, economic, cultural, health, food, environmental and informational), covers every mode of operation and level of autonomy, and even for intended military effects demonstrates that the benefit of AI outweighs wider negative impacts in the context of use.
