UK ICO Guidance on Video Surveillance including CCTV (2022) T.1: T.1 ANPR: genuine need, DPIA, minimum and justified cameras, road-safe signage, accurate matching data, short retention for vehicles not of interest

A vehicle registration mark is usually personal data when collected to identify a driver or keeper. ANPR users should identify a genuine need, carry out a DPIA before deployment, keep camera numbers to the minimum, place cameras so they do not capture vehicles not of interest, keep matching databases current, accurate and good enough to avoid mismatches with accurate cameras and algorithms, have a data sharing agreement for regular sharing, and keep data only as long as needed, deleting data on vehicles not of interest promptly (a gym keeping data on cars that kept to the time limit must change its system). Signs must show that ANPR cameras operate and who runs them, readable safely at road speeds.
