Make the best interests of the child a primary consideration when designing and developing services likely to be accessed by children, drawing on Article 3 of the UN Convention on the Rights of the Child: consider how the use of personal data can keep children safe from commercial and sexual exploitation, support health, wellbeing and physical, psychological and emotional development, their own views and identity, association and play, and the needs of disabled children, recognise parents' role and the child's evolving capacity, using expert evidence where needed. Commercial interests may be pursued but the child's best interests come first where they conflict, and commercial interests are unlikely to outweigh a child's privacy.
