On written request a licensee supplying a declared service (including deemed services such as fixed and mobile termination, international cable capacity, cable landing station co-location, backhaul and tower access) must supply it to another licensee for competitive services, subject to capacity, creditworthiness and network integrity limits, and must meet reasonable interconnection requests, maintain end-to-end operability, not unfairly discriminate and match its own quality, unbundle, provide equivalent fault handling and provisioning, give needed technical and billing information, and use information received from the requesting licensee only for the purpose supplied and not for competitive advantage.
