A licensee may not directly or indirectly acquire any legal or beneficial interest in another licensee or its assets without the Regulator's prior written consent, which is given unless the acquisition would or would materially likely substantially lessen competition. Other conduct (not misuse of market power or acquisitions) may be authorised for up to two years where public benefits outweigh detriments.
