The Act does not apply to collection, processing or use by a natural person purely for personal or household activities, or to audio-visual data collected in public places or public events that is not combined with other personal data; it does apply when government or non-government agencies collect, process or use personal data of Republic of China nationals outside its territory. Personal data covers living natural persons only (ER 2) and includes data identifiable only by combining it with other data (ER 3).
