On request the agency must answer inquiries about, allow review of, or provide copies of the personal data it collected, unless that would damage national security, military or foreign-affairs secrets, the economy as a whole or another major state interest, obstruct a government agency's statutory duties, or harm major interests of the collecting agency or a third party (ER 18: a third party's life, body, freedom, property or other major interests).
