Wherever at least two representatives have been designated for a workplace, the employer sets up one or more committees and consults each at every meeting so that measures for employees' health and safety are initiated, developed, promoted, maintained and reviewed. The employer determines the number of members, provided that all representatives are members where there is one committee, every representative sits on at least one committee where there are several, and the employer's nominees, designated in writing for a set period, never outnumber the representatives. Committees meet as often as necessary and no less than quarterly, when and where they decide (an inspector may direct a meeting, including on the written request of more than ten percent of employees), determine their own procedure, may co-opt non-voting advisory members with particular knowledge, and an inspector may direct that more committees be established.
