A duty holder erecting an establishment, updating a risk assessment or converting an installation into an establishment advertises in English and the predominant local language in at least one newspaper serving nearby communities and posts notices in those communities giving the establishment's name and location, a contact person, the nature of the substances and possible major incidents and when and where the risk assessment report can be viewed and will be explained; affected or interested parties have 60 days to make written representations to the local government and to the chief inspector.
