Regulations 3 to 9: Management, notification, registration, renewal, alteration, revocation and information sharing – South Africa Major Hazard Installation Regulations 2022

South Africa Major Hazard Installation Regulations 2022 3: Management of the establishment: a full-time responsible person designated in writing for every premises (qualified where the chief inspector requires for high hazard), deputies appointed in writing with defined duties when needed or instructed, regular consultation with neighbouring establishments within the impact zone on incidents, risk-profile changes and alert systems, and a record of those consultations

What does 3 require?

To ensure compliance with the Act and the Regulations the duty holder designates in writing a responsible person, in a full-time capacity, for each premises on which an establishment operates; the chief inspector may require a high hazard establishment to be run by a responsible person with a relevant qualification. The duty holder may appoint one or more deputies in writing with clearly defined duties, without relieving the responsible person, and must appoint the number of deputies the chief inspector instructs. Every duty holder consults regularly with the neighbouring establishments and counterparts inside the potential impact zone to discuss the major incidents associated with the type of establishment, share changes that alter the risk profile and share emergency alert systems, and keeps a record of all such consultations.
