Immediately after submitting the notification the duty holder appoints in writing, in consultation with the representatives or committee, an emergency coordinating team of at least the responsible person or a deputy plus a health and safety committee representative, and develops and maintains with that team an on-site emergency plan to SANS 1514 before the establishment starts operating (existing plans brought into line with SANS 1514 within 12 months). The plan sets out how employees, visitors and neighbours are to be warned when a major incident occurs; the duty holder signs it in the presence of two witnesses knowledgeable in emergency planning who are satisfied with its content, obtains the local government's approval, keeps it readily available at all times, has it tested or exercised at least once a year with the local government invited to take part, and warns affected and interested parties early where a major incident looks likely to cross the establishment's borders. The duty holder and local government take reasonable steps to activate the plan for a major incident, an uncontrolled event reasonably expected to lead to one or a near miss that could have resulted in one; the duty holder reviews the plan at least every three years and revises it as necessary; both ensure first responders at a major incident have the skills to deal with the substances and wear the emergency PPE their plans require; and the duty holder furnishes the local government, on written request and within its time limits, the information needed for the off-site emergency plan.
