Singapore Payment Services Act 2019 S8-9: Do not hold out as a payment service provider or solicit the Singapore public without a licence

No person may hold itself out as providing a type of payment service, or as a licensee, unless licensed or exempt for it; and no unlicensed, non-exempt person (in Singapore or abroad) may offer payment services, or invite the Singapore public to enter into payment service agreements, by advertisement or otherwise.
