Singapore Payment Services Act 2019 S6-5: Move to a major payment institution licence when volume thresholds are crossed

A standard institution must hold a major payment institution licence once the monthly average transaction value over a calendar year exceeds $3 million for any one of account issuance, domestic or cross-border transfer, merchant acquisition or DPT service ($6 million across two or more), or e-money float exceeds $5 million a day on average; it must apply to change its licence within the prescribed period, and may apply to vary the services its licence covers.
