Most apparent commitment is compliance. The attitudes toward a vision run from commitment (wants it and will create whatever structures are needed) and enrollment through genuine, formal and grudging compliance to noncompliance and apathy. Enrollment is a free choice, fostered by being enrolled oneself, being on the level about the vision and letting others choose; where only compliance is needed, say so openly.
