No person may engage in practices restricting or distorting competition in telecommunications markets, including arrangements between two or more service providers that directly or indirectly fix prices or other terms, decide who wins a contract or opportunity, or allocate or share markets (28); the Regulator may authorise conduct in the public interest (29).
