Valuers need the experience, skill and judgement the task demands and act ethically, free of undue influence, bias or conflict; they must follow both the Rules of Conduct and the conflicts of interest standard, act with integrity, bring independence and objectivity, apply professional scepticism to evidence, and not divulge confidential information. Services must be provided by competent people: the responsible or supervising valuer needs appropriate qualifications, membership of a professional body, sufficient current market knowledge and skills for the asset, any legal licence required, and VRS compliance where applicable; practical sector experience must be verified; the client must approve subcontracting valuations or related services; a list of all contributing valuers with confirmation of their PS 1 compliance must be kept with the working papers; and a supervising member must be able to show evidenced supervision at every stage and accept accountability for the report.
