The facility must assess the presence and severity of risks by comparing the facts found with the Annex II model policy: serious abuses (torture and degrading treatment, forced labour, worst forms of child labour, other gross human rights abuses including widespread sexual violence, war crimes and crimes against humanity), support to non-state armed groups, whether direct or indirect, support given to security forces (public or private), bribery, fraudulent misrepresentation of where minerals come from, money laundering, and failure to pay taxes, fees and royalties, taking account of the CAHRA context, the chain of custody and upstream suppliers' activities and relationships.
