The employer provides effective traffic control whenever unregulated vehicle movement is a hazard to workers, employs signallers where construction work is endangered by traffic and in the other cases of section 50.3, and ensures signallers are competent persons over sixteen, trained and demonstrating knowledge of traffic control and signalling as section 50.4 requires; using an unqualified worker counts as using no signaller. Signallers are equipped with and wear safety footwear, a hard hat, a high-visibility vest, eye protection and whatever else is required, do not use headsets or anything impairing sight or hearing, carry the octagonal sign on a 1.7 m handle, have reflectorised devices and a flashlight with a red baton in darkness or poor visibility, stand at the distances from traffic and from the work area set in the section 50.12 and 50.13 tables, keep radio or relay contact where one end of a one-lane section is not visible from the other, use only the approved stop and proceed signals, stay at their post until relieved, and work behind Signaller Ahead signs posted in advance and removed promptly afterwards. The Part and the provincial Traffic Control Procedures for Roadwork Manual govern road and street construction and maintenance work.
