Portugal Accessibility Requirements of Products and Services Decree-Law (Decree-Law No. 82/2022) A14-1: Assessment before relying on fundamental alteration or disproportionate burden

What does A14-1 require?

The requirements apply only so far as compliance does not significantly change a product or service so as to fundamentally alter its basic nature, and does not impose a disproportionate burden. An operator that does not intend to apply a requirement must first assess whether either condition is met, using the criteria set by portaria; an operator receiving external public or private funding to improve accessibility cannot invoke disproportionate burden.
