Rules 1060 to 1090: Premises, occupational health and environmental control, personal protective equipment, hazardous materials – Philippines Occupational Safety and Health Standards

Philippines Occupational Safety and Health Standards R1090: Rule 1090 Hazardous materials: substitution and process revision first, control of processes by segregation, enclosure, local exhaust and ventilation, PPE to supplement controls, labelled containers with hazard symbols, atmosphere tested at least annually against the TLVs, ventilation equipment tested, dust accumulation prevented, and specific rules for hot and corrosive substances, storage and lead

What does R1090 require?

In every workplace where hazardous substances are made, handled or used or where injurious dusts, fibres, gases, mists or vapours are released, harmless substances are substituted or the process revised to cut exposure wherever practicable. Processes are controlled by one or more methods: hazardous processes in separate rooms or buildings with the fewest workers, protected and trained for routine and emergency; airtight enclosure; removal of contaminants at or near the source by fume chambers and exhaust; and general ventilation and the other methods of Rule 1093.02. Workers are provided with and use PPE under Rule 1080 to supplement controls where they cannot eliminate the hazard. Every container of hazardous substances is labelled with the hazard symbol (explosive, flammable, oxidising, toxic, corrosive, radioactive) and the other details of Rule 1093.04, and no unlabelled container is accepted for use, handling or storage. Workroom atmospheres are tested at intervals no longer than a year against the Rule 1070 limits, ventilation and exhaust equipment is inspected and tested periodically, dust accumulation is prevented, and hot and corrosive substances, storage and work with lead and lead compounds follow Rules 1094 to 1096.
