Rules 1060 to 1090: Premises, occupational health and environmental control, personal protective equipment, hazardous materials – Philippines Occupational Safety and Health Standards

Philippines Occupational Safety and Health Standards R1070: Rule 1070 Occupational health and environmental control: threshold limit values for airborne contaminants (ceiling and eight-hour time-weighted averages with limited excursions), permissible noise exposure with engineering and administrative controls first, illumination levels, general ventilation, and periodic working environment measurement recorded and available to the enforcing authority

What does R1070 require?

The Rule sets threshold limit values for the toxic and carcinogenic substances, and the physical agents, found in the work atmosphere, reviewed by a Bureau technical committee. Exposure to materials marked C in Table 8 never exceeds the ceiling value; exposure to other listed materials does not exceed the eight-hour time-weighted average for a 48-hour week, with short excursions limited by the stated factors. Where noise exceeds the Table 8b levels, feasible administrative or engineering controls come first and hearing protection that brings exposure within the permissible levels is provided and used where they fall short, with the rules for continuous, intermittent and impulse noise. Every place where people work or pass has adequate natural or artificial lighting suited to the task, with the illumination levels of Rule 1075 and glare controls; general ventilation meets Rule 1076. The employer keeps the working environment comfortable and healthy and carries out working environment measurement (temperature, humidity, pressure, illumination, ventilation, concentrations of substances and noise) in indoor and other workplaces where hazardous work is done, periodically as necessary, keeping records available to the enforcing authority.
