OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.706: 1926.706 Requirements for masonry construction

A limited access zone must be set up whenever a masonry wall is being built. It must be established before wall construction starts, be as wide as the planned wall height plus four feet, run the full length of the wall, and sit on the side of the wall that has no scaffold. Only employees actively building the wall may enter it. The zone stays until the wall is adequately supported against overturning and collapse; for walls over eight feet high it stays until the bracing required by paragraph (b) is in place. Masonry walls over eight feet high must be adequately braced against overturning and collapse unless otherwise adequately supported, and the bracing must remain until the structure's permanent supporting elements are installed.
