OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.704: 1926.704 Requirements for precast concrete

Precast wall units, tilt-up wall panels and structural framing must be adequately supported against overturning and collapse until their permanent connections are complete. Lifting inserts embedded in or attached to tilt-up members must be able to carry two or more times the maximum intended load placed on or transmitted to them; inserts in other precast members must carry at least four times that load. Lifting hardware needs a capacity of five or more times the maximum intended load it receives. Only employees needed to erect the members may be under precast concrete members while they are being lifted or tilted into place.
